Karachi: The National Clearing Company of Pakistan Limited (NCCPL) has released an official report dated September 11, 2026, announcing approved amendments to the procedures within the National Clearing & Settlement System (NCSS). These amendments primarily focus on the processing of corporate actions related to Margin Trading (MT) Financed Securities and Margin Financed Securities.
The report highlights the unchanged aspects of Chapter 7, which deals with the processing of corporate actions for these securities. It maintains that, under the Margin Trading System ("MTS") and Margin Financing (MF), both the Trading Financier and Margin Financier are not considered beneficial owners of MT Financed Securities and Margin Financed Securities. These securities are instead held as Market Collateral against the financing provided to the actual beneficial owner.
Any entitlements resulting from corporate actions on these securities are to accrue to the beneficial owner, not the financiers. According to the existing Central Depository System (CDS) mechanism and Central Depository Company (CDC) procedures, securities account holders are treated as beneficial owners, ensuring entitlements are calculated and transferred to them when announced, provided the securities are in the CDS account at the end of the day before the Book Closure Date.
The report further clarifies that under the MT and MF Transaction settlement mechanism, all MT Financed Securities and Margin Financed Securities are delivered to the CDS Accounts of the respective financiers and held under blocked status until transaction settlements are completed. The ultimate beneficial owners, however, remain unchanged.
