Pakistan’s NCCPL Approves Amendments to Fee and Regulations

Karachi: The National Clearing Company of Pakistan Limited (NCCPL) has announced a series of approved amendments to its regulations, impacting investors and market participants. These changes, reported on November 2, 2026, are designed to streamline fees and charges across various trading and registration activities.

Among the most significant amendments is the alteration to the Fixed Annual Capital Gains Tax (CGT) Fee structure under the NCCPL Regulations, 2015. For investors whose trade values are less than Rs. 500,000, the existing CGT fee has been eliminated. However, the fee remains unchanged for trade values ranging from Rs. 500,000 to less than Rs. 5 million, staying at Rs. 200.

A similar adjustment has been made for local and foreign investors trading futures commodity contracts at the Pakistan Mercantile Exchange Limited (PMEX). The CGT fee for trades below Rs. 500,000 has been removed, while the fee for trades between Rs. 500,000 and Rs. 5 million remains steady at Rs. 250.

In addition to these adjustments, the NCCPL has modified its approach to the Unique Identification Number (UIN) Maintenance Fee. According to the new regulations, these fees will be waived for investors who have not participated in any trades throughout the entire year. Furthermore, the UIN Maintenance Fee for Sahulat Accounts will be waived upon registration and for recurring years.

The amendments extend to the Centralized Know Your Customer (KYC) Organization (CKO) Regulations, 2017. Here, the CKO Maintenance Fee will similarly be waived for investors who do not engage in trading activities for the entire year. As with the UIN Maintenance Fee, the CKO Maintenance Fee on Sahulat Accounts will also be waived both at registration and in subsequent years.

According to information available from the Pakistan Stock Exchange (PSX), these regulatory amendments are expected to ease the financial burden on smaller investors and those who trade infrequently. By reducing or eliminating certain fees, NCCPL aims to enhance market accessibility and participation.

These regulatory updates reflect NCCPL's ongoing efforts to adapt to the evolving needs of the market while maintaining a robust and investor-friendly trading environment.
